Perpetual Pavement, by definition, describes a three-layer, flexible pavement design and construction concept. A correct application of the concept produces a deep-strength asphalt pavement that resists structural fatigue distress for many years (at least 50 years) and results in long-lasting pavement. The structure can be economically maintained by replacing just the surface, and never needs total removal and replacement.
The Asphalt Pavement Alliance (APA) recognizes Perpetual Pavement through the annual Perpetual Pavement Awards. Winning roads exemplify the long-term value of asphalt pavements for the traveling public.
Nominations for the Perpetual Pavement Awards are open August 1-December 1 each year. The Awards are broken into three categories:
- Perpetual by Performance – recognizes State Agencies and other owners of pavements that had the foresight to build pavements according to the Perpetual Pavement standards. This award honors Perpetual Pavement projects that are at least 35 years old.
- Perpetual by Design – for newly designed and constructed asphalt roads, build over new or reconditioned subgrade, that meet perpetual design standards.
- Perpetual by Conversion – for new asphalt roads constructed over an existing road that meet Perpetual Pavement design criteria.
To date, MDOT has won 14 Perpetual Pavement Awards.
