2021 Excellence in Paving Award Winners

Each year, the Maryland Asphalt Association and the Maryland Department of Transportation State Highway Administration visit asphalt paving projects completed that year that have been nominated for the best asphalt paving jobs. The team of asphalt experts hit the road starting in November, visiting each project, taking photos and video, and noting the workmanship, smoothness, joints, texture, and tie-ins with other pavements. 

2021 saw a record number of submissions – a total of 49 entries. The submissions included county, state, and federally-owned roads, primary, secondary, and interstate systems, as well an Amazon distribution center parking lot. The judges were challenged to narrow down very good paving to the “best of the best.”

This year, we were able to return to our traditional awards ceremony, held at the 58th Annual Paving Conference, wherein we recognized the 17 winning jobs. See details below. You can also revisit the 2020 winners.

  • County Resurfacing – PG905-H – Montpelier Dr. — MD 197 to Dead End (Owner: Prince George’s County DPW&T; General Contractor: NZI Construction, Inc.; Specialty Contractor: American Paving Fabrics)
    This project consisted of 1,105T W&L 9.5 mm 64S-22, and 4,603T Surface 9.5 mm Surface. It featured full-width paving fabric, clean jobs in a closed section, and skilled Maryland Joints.

    This project consisted of 2,215T 9.5 mm PG 64S-22 for 1.61 miles. It had the most consistent score among the judges in the field.

  • County Rehabilitation – SMC 21-DPWT-111929 – Patuxent Blvd. — MD 4 to Myrtle Point Park (Owner: St. Mary’s County DPW&T)
    This project consisted of 2,215T 9.5 mm PG 64S-22 for 1.61 miles. It had the most consistent score among the judges in the field.

  • County Secondary Resurfacing – PG932A-H Contract “C” Sean Taylor Rd. and FedEx Way (General Contractor: D&F Construction Co., Inc.; Owner: Prince George’s County DPW&T)
    This project consisted of 3,814T 12.5 mm PG 64S-22, as well as 1.11m. It had variable widths of 22 to 88ft. It featured great joints.

  • FHWA Resurfacing/Reconstruction – NP-GREE11(1) Greenbelt Park Entrance & Park Central Rds.
    This project called for the removal of pavement, roadway excavation, patch, aggregate base, and asphalt reconstruction of Greenbelt Park, located off MD 193 in Greenbelt, Maryland. It featured 6,600T FHWA 9.5 mm PG 64S-22 and 3,836T FHWA 19 mm PG 64S-22 base over 2.5 miles. It had a great ride, with wonderful mix uniformity, in a beautiful setting.

  • Primary Resurfacing – WI243C55 — XY7225177 US 13 — US 13 BU to Leonard Pond Run Bridge (Owner: MDOT SHA District 1) This project featured a 2-inch mill and resurfacing and grooved-in thermo. It had 14,653 T of 12.5 mm SMA PG 64E-22, and spanned 2.97 miles and 64 feet wide. It was a great-looking mix with tight joints.

    This project used 4,290T 19 mm L2 PG 64S-22 base/patching; 3,441T 9 mm L2 PG 64S-22 W&L; and 7,015T 12.5 mm L2 PG 64S-22 surface, spanning over 4.4 miles and 25 +/- 3 feet wide. At 14,745T, it was the largest job of all the awards.

    This project used 119T 19 mm L2 PG 64S-22 base/patching; 2,259T 9 mm L2 PG 64S-22 W&L; and 7,753T 12.5 mm L2 PG 64S-22 surface. It was a beautiful job with an incredibly uniform mix.

    This project used 5,513T 9.5 mm L2 PG 64S-22, over 2.5 miles and 43 feet. It featured a great ride, joints, workmanship, and mix uniformity. It was the highest-scoring road of all the winning projects.

  • County Rehabilitation – 20-270 – Jerusalem Rd. — MD 152 to Baltimore Co. Line; Morse Rd. — MD 165 to Jarrettsville Rd.; and Jerry’s Rd. — Fawn Grove Rd. to Madonna Rd. (Owner: Harford County DPW; Specialty Contractor: Recon Construction Services for the asphalt/cement-treated base)
    This project consisted of three roads for a combined total of 5.6 miles. The roads were cold-milled recycled to a depth of 5 inches, adding bituminous additive and portland cement to reconstruct the base asphalt. Then the contractor places 2″ of Superpave asphalt mix 12.5 mm, using a total of 9,520T for surface paving.

    This project used 5,610T 12.5 mm L2 PG 64S-22 over 1.27 miles. It was 52 feet wide, and featured excellent joints and mat uniformity.

    This project featured 8,080T 12.5 mm L2 PG 64S-22 over 1.5 miles and 62 feet in width. It showed great Maryland Joints, wonderful straight lines, and beautiful mix uniformity.

  • County Resurfacing – 1063410 – Persimmon Tree Rd. — River Rd. to MacArthur Blvd. (Owner: Montgomery County DOT)
    This project featured the best ride of all the winners and tied for best joints. It used 1,439T 19 mm L3 PG 64S-22 patching, and 6,434T 9.5 mm L3 PG 64S-22. This is the inaugural paving award for M. Luis Construction.

  • Primary Reconstruction – CL2585176 – MD 32 — Johnsville Rd. and Bennett Rd. (Owner: MDOT-SHA District 7)
    This project featured geometric improvements, with project work consisting of clearing, erosion, and sediment control measures; stormwater management; facility construction, storm drainage, temporary signalization; concrete curb construction; sidewalk construction; full-depth asphalt pavement widening; roadway griding/resurfacing, permanent intersection signalization; signing; and pavement marking. It used 1,410T 19 mm L2 PG 64S-22, 1,95T 9.5 mm L3 W&L PG 64S-22, and 1,580T 12.5 mm L2 PG 64S-22. This is the inaugural paving award for M.T. Laney/Laney Companies.

  • New Construction – Amazon DMD5 — Distribution Parking Lot Baltimore City (Owner: Amazon Services LLC)
    This project consisted of 59,219 SY – 4,732T 19 mm L2 PG 64S-22, and 4,589T 9.5 mm LS PG 64S-22 at the new Amazon DMD5 distribution center. It was completed in two phases and five subphases. It featured great uniformity, clean work in a closed section, and nice tie-ins.
