Each year, the Maryland Asphalt Association and the Maryland Department of Transportation State Highway Administration visit asphalt paving projects completed that year that have been nominated for the best asphalt paving jobs. The team of asphalt experts hit the road starting in November, visiting each project, taking photos and video, and noting the workmanship, smoothness, joints, texture, and tie-ins with other pavements. 

2022 saw another record number of submissions – a total of 63 entries. The submissions included county, state, and federally-owned roads, primary, secondary, and interstate systems, as well as a toll plaza. The judges were challenged to narrow down very good paving to the “best of the best.”

The 2022 winners are:

  • Interstate Resurfacing – BAA63D54—XX3865477 – I-695 Wilkins Ave. Bridge Approach to Frederick Rd. On Ramp (Owner: MDOT SHA District 4) This project featured 12,540T of 12.5mm SMA L5 PG 64E-22, and spanned 1.26 miles and 60 feet wide.
  • Interstate Resurfacing HO499C59 XY713517 – I-70 WB — Colonial Pipeline to MD 97 (Owner: MDOT SHA District 7). This project consisted of the resurfacing on Interstate 70 westbound from the Colonial Pipeline to MD 97. The scope of work was to do a 2-inch mill, 4-inch patching, 1-inch wedge and level, and 2-inch surface with GAP grade asphalt, followed by permanent markings, RPMs, and shoulder back up. It featured 22,095T of 12.5mm SMA L5 PG 64E-22, 8,839T of 9.5mm L2 PG 64S-22 W&L, and 759T of 19mm L2 PG 64S-22 patching, for a total of 31,693 T. It spanned 52 feet and had an IRI of 44.
  • Primary Resurfacing Award CL389B52— XY7065177 – MD 26 — Monroe Ave. to Calvert Way (Owner: MDOT SHA District 7)
    This project used 11,496.34T 12.5mm SMA L5 PG 64E-22, 1,555.95T 9.5mm l2 PG 64S-22 W&L, and 252.72T 19mm L2PG 64S-22 base patching for a total of 13,305.01T. It spanned 2.46 miles and was 65 feet wide. It was the highest-scoring primary job for the year, with 18.92 out of 20 points.
  • Secondary Resurfacing Award – CL397B58—XY8065277 – MD 88 — MD 30 to Baltimore County Line (Owner: MDOT SHA District 7)
    This project used 3,102.26T 12.5mm L2 PG 64S-22, 1,22.38T 9.5 L2 PG 64S-22 W&L, and 684.89T 19mm L2 PG 64S-22 base patching, for a total of 4,910T. It spanned 1.06 miles and was 46 feet wide. It was the highest-scoring secondary resurfacing job of the year, scoring 18.4 out of 20.
  • Secondary Resurfacing Award – FR716B5N—XY7105177 – MD 17 — US 340 to 127′ S of Main St. (Owner: MDOT SHA District 7)
    This project used 6,784.96T 12.5mm L2 PG 64S-22, 2,642.57T 9.5mm L2 PG 64S-22 W&L, and 5,587.94T 19mm base patching, for a total of 15,015T. It spanned 3.74 miles and was 26 feet wide.
  • Primary Resurfacing CO432C52—XY9055177 – MD 404 — Harmony Rd. to the DE State Line (Owner: MDOT SHA District 2)
    This project used 11,680T 9.5 mm L2 PG 64S-22 and 1,015T 9.5mm L2 PG 64S-22 W&L for a total of 12,695T. It spanned 4.45 miles and was 45 feet wide.
  • Secondary Resurfacing QA498B55—XY9175177 – MD 544 — E of Leverage Rd. to Pine Tree Rd. (Owner: MDOT SHA District 2)
    This project used 7,805.90T 9.5 mm L2 PG 64S-22. It spanned 3.5 miles and was 40 feet wide.
  • Local Resurfacing MO033A5Z—XY7155177 – MD 117 — MD 28 to Buck Ridge Ct. (Owner: MDOT SHA District 3)
    What is today MD 117 was the inspiration for John Denver’s hit song “Take Me Home, Country Roads.
    This project featured 5,185T 12.5 mm L2 PG 64S-22 and 3,198T 9.5 mm L2 PG 64S-22 W&L for a total of 8,383T. It was 3.65 miles long and 24 feet wide.
  • Interstate Resurfacing – AA906C54—XY8025277 – US 50 WB — Whitehall Rd. to MD 2 (Owner: MDOT SHA District 5)
    This project featured 3-inch (2 X 1.5” Double Mill) or 317,834.40 square yards; 9,761T 9.5 mm L2 PG 64S-22 1-inch W&L, and 18,947T 2-inch 12.5mm GAP grade, for a total of 28,708T. It spanned 4.15 miles and was 48 feet wide
  • Primary Resurfacing WO350C5H—XY7235177 – US 50 WB — Herring Creek Bridge to MD 818 (Owner: MDOT SHA District 1)
    This project used 17,243T of 9.5mm L2 PG 64S-22. It spanned 5.2 miles and was 34-48 feet wide.
  • Interstate New Construction -BA0385180 – I-83 — North and South of the Padonia Rd. Bridge (Owner: MDOT SHA District 4)
    This project consisted of the replacement of dual bridges on I-83 over Padonia Rd., and the extension of the box culvert carrying a branch of Beaver Run in Baltimore County.

    It consisted of 9,778T 12.5mm SMA L5 PG 64E-22, 1,432T 9.5mm L2 PG 64S-22 W&L, 5,143T 19mm L2 PG 64S-22 base patching, for a total of 16,353T. It spanned one mile and had a variable width of 130 feet. It had remarkable joints.
  • County Local Reconstruction – SMC 22 DPW&T 117886 – Jones Wharf Rd. — MD 235 to Old Wharf Ln. (Owner: St. Mary’s County DPW&T)
    This project had the most consistent county score among the three judges (17.02/20). It featured 2,883T of 9.5mm L2 PG 64S-22. It spanned 2.05 miles and ranged between 20-28 feet wide.
  • County Local Resurfacing – SMC 22 DPW&T 117886 – MD 32 — Dixie Lyon Rd. — MD 236 to St. Mary’s County Line (Owner: St. Mary’s County DPW&T)
    This project had the most picturesque features of all the jobs reviewed. It featured 2,579T of 9.5mm L2 PG 64S-22. It spanned 1.26 miles and was 20 feet wide.
  • County Secondary Resurfacing – IFB1105428 – Brighton Dam Rd. — MD 650 to Brighton Dam (Owner: Montgomery County DOT)
    This project consisted of overlaying primary and arterial roads to include—but not be limited to—base repairs with asphalt mix, adjusting utility structures, milling, surface paving, paving fabric, re-striping, and pavement markings.

    It used 8,081T of 12.5mm L3 PG 64S-22 and 2,810T of 19mm L2 PG 64S-22 base patching, for a total of 10,891T. It was 2 miles long and 20-30 ft wide
  • Interstate Reconstruction – JFK AET Conversion I-95 NB Mile Marker 92.7 (Owner: Maryland Transportation Authority)
    This new overhead electronic toll gantry is located prior to the former toll plaza structure. The project consisted of 3,400T SMA L5 PG 64E-22, 7,200T 19mm L2 PG 64S-22 base patching, and 4,000T 9.5mm L2 PG 64S-22 W&L, for a total of 14,600 tons.
  • County Primary Resurfacing – H4786128 – Patuxent Rd.— Conway Rd. to Patuxent River Bridge (Owner: Anne Arundel County DPW).
    The Patuxent Rd. project for Anne Arundel Co. entailed milling 2″ of surface and re-surfacing with 4,357.22T of 12.5mm 64-22 level 2 at 2″ from Conway Rd to the bridge spanning the Patuxent River for a total of 2.75 miles. This was accomplished in five days under the direction of Larry Oates as P.M., John White as paving manager, Tom Porter as paving superintendent, and Richard Browne as paving foreman. This was a great product and a fine example of the Reliable Team working with Anne Arundel County.
  • Primary Reconstruction Award – HO756B53—HO7565370 – MD 32 — Linden Church Rd. to I-70 (Owner: MDOT SHA District 7)
    This $85M design-build project, awarded to Wagman Heavy Civil, included the construction of a four-lane divided highway, six miles long. It also involved replacing three existing bridges and box and pipe culverts, paving new roads, rehabilitation of existing roads, new traffic signage, and relocating stormwater management.

    It used 36,085T 12.5mm L2 PG 64S-22, 422T 12.5mm L2 PG 64S-22, 8,800.8T 9.5 L2 PG 64S-22 W&L, 89,792.5T 25mmL2 PG 64S-22, and 8,845.2T 19mm L2 PG 64S-22 base patching, for a total of 144,026T. It spanned 12.5 miles and was 36 feet wide.
